Mid-Season Building Permit Update

In May, the City of Whitehorse launched a new e-permitting system to streamline how development and building permits are submitted and tracked. As of August 1, over 1,200 permit files have been entered into the system, including both new applications from 2025 and ongoing permits carried over from previous years.

As with any major system launch, there have been some early challenges. Staff have been actively responding to these issues as they arise, and work is ongoing to improve system performance and reliability. A scheduled update on August 15 is expected to bring further improvements, with continued refinements planned to ensure the system meets operational needs.

While most applications are now submitted online, the City will continue accepting paper-based applications until December 31, 2025. All permits, regardless of how they are submitted, are entered into the system to ensure centralized tracking.

Quick Facts:

  • Building permit applications are reviewed for completeness in an average of 1.8 days with 87% meeting Council-approved target timelines.
  • Building permit Plan Checks are completed in an average of 7.8 days, with 93% meeting Council-approved target timelines.
  • 100% compliance with the 3-business-day target for booking building inspection requests, unless otherwise requested by the applicant.

The City remains committed to improving the permitting process and providing responsive, transparent service to builders, developers, and the community.
