Housing Success Stories

Affordability has been a key focus of many recent housing projects in Whitehorse. Affordable housing can include rental homes, entry-level homeownership opportunities and supportive housing for people experiencing or at risk of homelessness.

The projects are made possible through partnerships. One partner may provide land, another may contribute funding, and another may manage or operate the housing. The City supports these efforts through planning, approvals, incentives and policy tools that help make housing projects possible. The following projects are examples of affordable housing achievements:

Normandy Living

This is Yukon’s first private seniors’ supportive living community located in Whitehorse. It opened in 2022 with 84 suites, including homes for First Nation Elders and affordable units for low-income seniors. It fills a gap for seniors who need some assistance but do not require long-term care.

• Partners: KBC Developments Inc., Government of Canada, Yukon Housing Corporation, Government of Yukon, and the City of Whitehorse.

• City role: The City provided $500,000 in development incentives to support the project. The City also broadly permits supportive housing in many areas.

The Hearth

This 67-unit supportive housing program is for people experiencing or at risk of homelessness. It will reduce pressure on emergency shelters and provide long-term housing with on-site supports. The Hearth officially opened on July 15, 2026.

• Partners: Safe at Home Society operates the program, with support from the Government of Yukon.

• City role: The City of Whitehorse contributed $140,000 through the Rental and Supportive Housing Development Incentive and the Non-Profit or Non-Governmental Organization Incentive. The City also helps enable supportive housing through land use planning and by permitting supportive housing in many residential and commercial areas.

Winter Crossing

This 105-unit affordable housing development is located at 28 Olive May Way in Whistle Bend. The building will be operated by Da Daghay Development Corporation. Construction is expected to be complete in 2027.

• Partners: Da Daghay Development Corporation, Government of Canada, Government of Yukon, Yukon Housing Corporation, Canada Mortgage and Housing Corporation, and the City of Whitehorse.

• City role: The City supported the project through the Rental and Supportive Housing Development Incentive, providing $2.3 million in funding.

Project 1096 - Northern Community Land Trust

A land trust helps create affordable home ownership opportunities that remain affordable over time. The land is in community ownership. This Whistle Bend project is projected to include 32 affordable homes for limited-income working people and families.

• Partners: The land trust works with government agencies, funders, non-profit organizations, and community partners to reduce project costs and support affordability.

• City role: The City can support projects like this through planning, approvals, and partnership, alongside funding and support from other levels of government.
