Amending Motions

At the Special Council Meeting on February 12, 2026, Councilors brought forward several amending motions to the proposed Zoning Bylaw 2025-37. The amending motions that carried will result in the following changes to the proposed Zoning Bylaw:

  • Stronger standards for outdoor lighting;
  • Reduced building heights in select zones (RMH, CNN, CNH zones);
  • Additional evaluation criteria for affordable housing allowances;
  • Removal of mobile homes as a permitted use in the RCD zone and changing mobile homes from a principal use to a conditional use in the RSD zone;
  • Relaxed short-term rental regulations;
  • Increased parking requirements in the Downtown and Urban Centres;*
  • Allowance for parking calculation reductions for affordable housing developments now that the parking minimums have increased in some areas.*

Administration has incorporated the carried amending motions into the proposed Zoning Bylaw with additional proposed amendments. Administration presented a supplemental report to the Planning Committee on March 16, 2026.

Next Steps: Further consideration of the proposed Zoning Bylaw is scheduled for March 23, 2026 and Council could call for a second public hearing.
