We're looking for your feedback about potential updates to the Whitehorse North Trail Plan!

In 2022, the City completed a neighbourhood-level trail plan for Whitehorse North, which encompasses the MacPherson, Hidden Valley, Forestview, and Mayo Road area. Due to concerns expressed by some residents in the area about the results, we conducted a public survey to review and help determine whether residents were generally satisfied with the plan or not.

Most survey responses identified that the final plan does not address their expectations for the Whitehorse North trail network. The most frequent comments were location specific, which addressed the motorized and non-motorized trail designations that resulted from the plan, as well as existing trails left off the map. For these reasons, the City has decided to revisit the Whitehorse North Trail Plan to determine any necessary updates.

When completed, the Whitehorse North Trail Plan will show the network of City trails. A key aspect of the plan is the application of the different trail designations to trails in the network. Please view the glossary on this page for descriptions of each trail designation.

The objective of the plan is to create a coherent and sustainable trail network that provides amazing recreation opportunities for the community and visitors. We are looking for input on how you use the Whitehorse North trails, as well as your feedback on the draft version of the Whitehorse North Trail Plan Update (‘Draft Trail Plan’).

You can provide your input via our online survey (available until May 15), and/or attend our drop-in open house at Hidden Valley Elementary School (May 7 from 5 to 7:30 pm). You may also send feedback by email with the subject line “2025 Whitehorse North” to trails@whitehorse.ca.

    Whitehorse North Residents! We are looking for your feedback and suggestions regarding potential updates to the Whitehorse North Trail Plan. You can provide your input via our online survey available here until May 15, 2025. We will also be hosting a drop-in open house at Hidden Valley Elementary School on May 7, 2025 from 5:00pm to 7:30 pm to collect further input from residents and answer questions you may have about the Draft Trail Plan.     We understand there have been some concerns regarding the use of the label “Stevens Quarry” to describe the northwest area of the map. The Whitehorse North Trail Plan was adopted by City Council in October 2022, which preceded the adoption of the Whitehorse 2040 Official Community Plan in March 2023. The area is now referred to as Stevens.

    The intent of the 2022 planning process was to develop a neighbourhood level trail plan for the Whitehorse North trail network as one of the priority actions identified in the 2020 Whitehorse Trail Plan. The final deliverable was a neighbourhood Trail Plan map that identifies existing trails and their suggested designation as well as any proposed new trail development. Proposed changes to the Whitehorse North Trail Plan map require approval by City Council, and could not be altered for the purpose of this survey. Any future updates to the Whitehorse North Trail Plan would include current terminology and land use designations consistent with the Whitehorse 2040 Official Community Plan. Following this survey, a What We Heard report will be produced and shared with the public. This report will also be shared with City Council to determine the next steps.
