The City launched a public engagement to plan for potential development on City and Government of Yukon land between Copper Ridge Place and Falcon Drive. This engagement provided an opportunity to give input on what the community wanted to see in such a development, and how the City could best meet those needs. It included discussions with the planning team, surveys, an open house, and the creation of a land use concept.

The Copper Ridge Development Area Master Plan was approved by Council on April 22, 2024. The Plan sets out a vision, guiding principles and associated policies to guide decisions on land use and development in the Plan area, to create a quality residential development that meets the needs of current and future residents while also preserving and enhancing natural areas to protect neighbourhood amenities.

    Thank you to everyone who provided a written and/or in person submission regarding the proposed Copper Ridge Development Area Master Plan. The submissions were considered as part of the public input process and addressed in the public input report presented on March 18, 2024.

    Submissions may be received, either in person or in writing, until a Council decision is made on April 22, 2024. If you wish to call in or appear in person, please register with the office of the City Clerk at legsvcs@whitehorse.ca(External link). Written submissions must be submitted to the office of the City Clerk at City Hall or by email to publicinput@whitehorse.ca(External link). Any written submissions will be provided directly to Council for their consideration.

    In conformance with the resolution passed by the Council of the City of Whitehorse on January 29, 2024, a Public Input Session shall be held on the subject of the proposed Copper Ridge Development Area Master Plan. The date of the Public Input Session is February 26, 2024 at 5:30 pm in the Council Chambers at City Hall. City Hall is located at 2121 Second Avenue.

    Any person wishing to make a submission regarding the Master Plan may do so in writing, by phone, or in person. If you wish to call in or appear in person, please register with the office of the City Clerk at Legislative Services legsvcs@whitehorse.ca by Monday, February 26 at 12:00 pm (noon), as there is limited space in the gallery. Written submissions must be submitted to the office of the City Clerk at City Hall or by email to publicinput@whitehorse.ca. Any written submissions will be provided directly to Council for their consideration.

    The Copper Ridge Development Area Land Use Master Plan is the result of the City's work to increase housing in the community. The Copper Ridge Development area is made-up of City and Government land located between Copper Ridge Place and Falcon Drive.

    Residents are encouraged to share this information with their friends and neighbours. This will help ensure those in the neighbourhood are aware of the master plan and its potential.

    The input received will help determine the final preferred land use concept. The final preferred concept will also be informed by policy direction, Council strategic priorities, technical information, and the landowner interests.

    We are excited to release the two land use concept options for the study area. We also opened the Planning Charrette Survey on the project page, which is open until Monday, June 12 at 11:59 p.m.

    Please take our survey to give input on the two land use concept options. We also encourage you to share this information with your friends and neighbours, so we can get the highest number of participants.

    The primary mode to gather public feedback is through the survey. However, we are also hosting two open houses to help inform the public on the two land use options to allow you to provide informed responses to the survey. The open houses will also provide an opportunity to ask the project team questions directly:

    Land Use Concept Options

    The project team has been busy turning your input into two land use scenarios for the Copper Ridge Development Area. The two land use scenarios are anticipated to be released on May 29 for a two-week public engagement period.

    Public Engagement

    The primary mode to gather public feedback will be through a survey. However, we’re also planning to host two open houses. These open houses will help inform the public on the two land use scenarios to allow them to provide informed responses to the survey. The open houses will also provide an opportunity to ask the project team questions directly.

    Survey

    Thank you again to everyone who participated in the virtual webinar and completed the survey. We are excited to release the What We Heard Report which summarizes the input we received from the webinar, survey, and key stakeholders. This report will inform the design workshops occurring during the Planning Charrette stage of this project.

    Design Workshops

    The City will facilitate two design workshops in the week of May 8, 2023. The design workshops are intensive, multi-day meetings with landowners, technical experts, and designers. The workshops allow the project team to engage quickly and effectively, ideate challenges and opportunities, and explore a broad diversity of design ideas.

    The outcome of the design workshops will be two land use concept options that will be brought to the public for comment later in the month of May.

    We are now finalizing engagement with key stakeholders and preparing a What We Heard report summarizing the input. This report will be made public and will help inform the upcoming Planning Charrette.
