The City launched a public engagement to plan for potential development on City and Government of Yukon land between Copper Ridge Place and Falcon Drive. This engagement provided an opportunity to give input on what the community wanted to see in such a development, and how the City could best meet those needs. It included discussions with the planning team, surveys, an open house, and the creation of a land use concept.

The Copper Ridge Development Area Master Plan was approved by Council on April 22, 2024. The Plan sets out a vision, guiding principles and associated policies to guide decisions on land use and development in the Plan area, to create a quality residential development that meets the needs of current and future residents while also preserving and enhancing natural areas to protect neighbourhood amenities.

    Hi, 

    Thank you for your question. 

    The City is looking at a number of ways it can increase the amount of housing in the community. This includes other land use master plan projects to make land available for development, such as the Valley View South Master Plan. The City also just launched the rewriting of the Zoning Bylaw project, with an aim to better reflect community needs, and is exploring how we can further the development of underutilized lots throughout the community.

    The City's Official Community Plan also seeks to accommodate a portion of the demand for residential growth within existing neighbourhoods. The Master Plan area was identified for this purpose as the Government of Yukon is no longer considering it for a school use.

    Hi, 

    Thank you for your question. 

    No change to the zoning has occurred to allow for residential uses on the Government of Yukon owned lot within the study area. This lot is currently zoned PSx(c) - Public Service (modified). The special modification only permits schools, parks, outdoor participant recreation services, community recreation services and religious assemblies as principal uses, and accessory buildings/structures as secondary uses. 

    The public engagement occurring as part of this project will help inform the master plan for the area. The master plan will guide future developer-led planning work, including potential Zoning Bylaw amendment applications, which will have further opportunities for public engagement.

    Thank you for your question. 

    In addition to the project team, representatives from the Government of Yukon, the City of Whitehorse, Ta'an Kwäch'än Council, Kwanlin Dün First Nation, Copper Ridge Place, and the Copper Ridge Neighbourhood Association were invited to attend the design workshop meetings.

    Representatives from the Government of Yukon, the City of Whitehorse and Copper Ridge Place attended the meeting. The two First Nation governments and the Copper Ridge Neighbourhood Association either declined or did not respond to the invitation.

Currently, Elijah Smith Elementary has an enrolment of 286 students (according to the Yukon Public Schools Enrolment Reports), which has been increasing the past few years (roughly 5-10 students a year). I do not know the max enrolment, but if I were to estimate based on the number of classrooms by their school website I would say the max enrolment is roughly around 339 students (3 Grade K classes with max capacity of 18 students per class / 5 Grade 1-3 classes with max capacity of 22 students per class / 7 Grade 4-7 classes with max capacity of 25 students per class). Please correct me on this if you happen to know the max enrolment as I could not find that information online. However, back in 2007, the enrolment was 299 and it was considered to be at full capacity (with busing of students to other schools). If we were conservative in our numbers by saying 5 additional students were added each year we would reach the max capacity (2007 max capacity) in less than 3 years! Additionally, with 150 lots (single-detached homes & townhomes) being added to the Copper Ridge West Land Development the issues regarding school capacity back in 2007 will come back again. 2) How many hectares is the current area we are looking at developing? The 1992 land use plan was a bit difficult to read regarding hectares and I'm pretty sure that the Copper Ridge Place took some of it away. 3) Thank you for putting the presentation online to be viewed at a later time.     Thank you for your questions and comments.

    1) The Government of Yukon’s Department of Education is responsible for school facility planning and development within the Whitehorse area. The Administrative Reserve on Lot 519 (Government of Yukon parcel) was transferred from the Department of Education to the Department of Community Services (Land Development Branch) in 2018. The City however does not have any further background information on the reason for the transfer.

    Please note, there is an upcoming opportunity for the public to participate in a survey as well as attend open houses on the topic of Whitehorse school facilities capital planning. These would present opportunities for the public to gain insight in to the process and provide feedback. We all know the title for the two YG lands, the YG lot and the Copper Ridge Place lot (which in effect belongs to YG) are not being given to the City for nothing. There has to be some trade off of capital, assets, tax breaks or something to YG's advantage. There is no free lunch! Who is gaining what concession in this scheme? And how will it effect house prices in Copper Ridge in general. Will the value of existing homes increase with this development or will those homes directly adjacent to the development be negatively effected?     Under the Land Development Protocol agreement between the Government of Yukon (YG) and the City of Whitehorse (City), the City is responsible for conceptual planning and YG is responsible for detailed design, construction management and land sale agreements. 

    This planning process seeks to establish a vision and framework for the study area to help guide the potential future development of the sites. It will not provide details on the land disposition and sale agreements of YG land as they are separate processes under YG's responsibility.

    Thank you for your question.

    The outcome of this planning exercise will help inform required infrastructure upgrades, future studies and traffic management and calming plans, based on the preferred land use concept. This may include undertaking a traffic impact assessment prior to rezoning to determine if and what upgrades to the surrounding road network are required.

    Also, recreation and green spaces, within the study area and in relation to the wider Copper Ridge neighbourhood, will be considered as part of this planning process. A review of planned and existing green spaces within the Copper Ridge neighbourhood has been undertaken and will help inform the planning process going forward.

    We encourage you to fill out the survey posted on the project page and give input on what you want to see on the sites going forward. The survey includes questions on what type of use you would support within the study area and what you would like to see included in the parks and open spaces.

    Please note, this planning exercise is only looking at potential development within the study area and not within other areas in the Copper Ridge neighbourhood.

I need to voice concerns where can I be part of the process before yg and the city start destroying the green space we were told would not be developed across from our home!!     The study area includes all of Lot 519 and part of Lot 518 (Copper Ridge Place). Both of these properties are owned by the Government of Yukon.

    Please note, the webinar (January 31 at 5:30 PM) is not the only opportunity to provide input on the project. The webinar aims to introduce the project and the upcoming initial engagement survey but will mostly be an opportunity for residents to ask initial questions about the project and the planning process going forward. The webinar will be recorded for those who cannot make it and posted on the engagewhitehorse.ca project page.

    Following the webinar, an online survey will be posted on the project page. It will be an opportunity for residents to provide initial input on the project and to comment on how they would like to see the study area used going forward. There will also be two other public engagement periods throughout the planning exercise where we will ask for input from residents. We encourage you to subscribe to the project page to receive direct updates on when these periods will begin. 

    Details on these three public engagement periods can also be found on the project page. We will also provide a quick overview of these three engagement periods during the webinar and encourage you to watch the recording if you still have questions. Residents are also welcome to contact us directly or ask questions on the project page throughout the planning process.

    Thank you for your question.

    This planning process seeks to establish a vision and framework for the study area to help guide the potential future development of the sites. It will provide, among other things, guidance on land use (e.g. residential, open space, commercial, etc.) and density (e.g. low, medium, high), but will not provide details on zoning. It will be up to the landowners to rezone the area in accordance with the preferred land use concept and master plan guidance.
