Rural Roads Surfacing 2022

We are rehabilitating select rural roads across the city.
The purpose of this project is to conduct rehabilitation on select rural roads to improve the pavement quality and condition and extend and maximize the useful life of rural roads.
Background
Whitehorse has over 70 kilometres of Bitumen Surface Treatment (BST) roadways. Scheduled preventative maintenance helps the City of Whitehorse avoid costly reactive maintenance costs.
Bitumen Surface Treatments are widely used to increase the longevity of the city’s roads. BST is a cost-effective hard surfacing solution for many rural roads in Whitehorse.
In 2022, Council approved the Rural Roads Surfacing 2022 program. The proposed program includes the following:
- Ripping
- Shaping
- Ditching
- Application of bitumen surface treatment (BST)
- Rolling
- Street sweeping
The proposed upgrades will improve the City's transportation network by:
- Extending the useful life of the City's road infrastructure
- Improve the pavement condition and quality

Miles Canyon Road will be done at the end of next week. Thank you to residents for alerting us to the events this weekend, and to Skookum Asphalt for being adaptable to accommodate community events!
The City of Whitehorse and Skookum Asphalt are preparing to begin work on the first phase of the 2022 Rural Roads Surfacing program on Saturday, July 9th. Skookum will be applying a bitumen surface treatment to Miles Canyon and Fish Lake roads. Two-way, single lane traffic and access to Miles Canyon and Fish Lake will be maintained. Flag persons will be directing traffic around the construction area.Emergency vehicles will be given the right of way and we ask that motorists drive with care, reduce speed and obey traffic controllers and all construction signage.

- This is what you may see:
- Trucks, excavators, graders, sweepers.
- Workers in hard hats and safety gear.
- Temporary fencing and signage.
- Traffic control personnel.
- This is what you may hear:
- Sounds typical of construction.
- Machinery beeping, some increased traffic noises.
How will I be impacted?
- You may need more time to walk, cycle, take transit, or drive through the area. We will do our best to minimize traffic disruptions and ensure safety for all road users and construction personnel.
- You may need to park elsewhere. We often need to park our vehicles as close as possible to the construction site and need space for storing materials and equipment. We will do our best to minimize use of on-street parking and parking disruptions.
- You may hear loud construction noise during the day.
- You may notice construction dust. We will do our best to control dust.
How will my property or my business be impacted?
- We may need to temporarily close accesses to local properties and businesses during construction. We will work with local properties and businesses to minimize access disruptions.
When will construction happen?
- BST road work will commence during the summer months July / August. The hours of work for most projects is from 7 am to 7 pm.
- We will update you on anticipated construction start and end dates.
- The main BST application will last less than one day.

We will be doing work on the following roads:
- Fish Lake Road
- Miles Canyon Road
- Range Road
- Wickstrom Road
